Surely VCS are going to send one, my lease company have given my details to them, only correspondence I have is from lease company telling me they have given them Such details. VCS surely would now send the pcn to me as they have the 'keeper' details, if nothing comes through its like I have never received it so have nothing to appeal against... Right??

You may or may not receive a notice to hirer, but by appealing early you are likely to confuse them into not sending one at all. Its a ploy devised by the experts on here that has been very successful.

C-M is THE expert on this website and has advised you to appeal, so that is what you should do.

Ok lovely, will get the appeal sent today, thank again.
Also sent an email of complaint to Humberside airport, who have replied asking for VCO number. Email below:
    Good morning,
On Saturday as the registered keeper I was absolutely gob smacked to receive a 'parking charge notice' from Vehicle Control Services. After tracing it back, i realised it was the day of the travel show. This show was for registered customers only, as the occupants were not registered but wanted to attend, they entered the airport (at this point not seeing any signs which state there is no parking any were, nor that there was an active Anpr camera, if signs are there, then They are not placed for a driver to see without stopping!!) not seeing any signs to say parking was free for any amount of time, The driver pulled into the hatched area next to the roundabout, the passenger got out to go into the terminal to see if they was welcome and the driver proceeded to go to the next roundabout until the passenger returned with an answer of wether the occupants could attend. Now this 'parking' to which the charge was intended, lasted 4 seconds, to which on the 4th second the car was moving away. Now the charge is for £60 rising to £100 after 14 days, is this really justified. Not to mention the van which is Issuing these 'parking' charges is also parked in the yellow hatched area, to which I have been to the scene and taken photographic evidence of this. My reasoning for this email is you as Humberside airport are the land owners and are protected by your own byelaws. Wether you say the parking has nothing to do with you as its a private company, you as the land owner employ these parking companies and have the power to have this parking charge squashed and nothing more come of it for a potential customer that 'was' in the process of wanting to book a holiday. This has also been reported to the local telegraph and indeed is on social media, I look forward to your positive response
    Kind regards
    Registered keeper.

  • UPDATE: AIRPORT REQUESTED CANCELLATION OF CHARGE

    Dear James

Thank you for your email in relation to the Notice you have received for stopping on the private approach roads at Humberside Airport.

Airports and their road networks are governed by very strict regulations. Indeed, the road network at Humberside is governed by the same rules that apply to all UK airports.

Vehicles stopping or causing an obstruction on the access roads, no matter for how long, can cause serious problems for airport traffic and emergency vehicles and create a potential security risk. Due to the unsafe parking practices of some motorists, management and enforcement is therefore required. Humberside Airport reserves the right to either carry out this prevention themselves or to contract this out to another party. Vehicle Control Services Ltd (VCS) are contracted to carry out traffic management and enforcement on our behalf.

The signs at the entrance to the airport and throughout the site are of such a size and are of sufficient numbers they give all motorists clear notice that a charge will be levied if they stop on the designated roads or bus route.
We do allow a grace period of 30 seconds to allow drivers time to read the signs and pull away.
If a premeditated act such a passenger entering or leaving a vehicle takes place, there is no requirement in these circumstances for any grace period before a charge becomes applicable as there is ample notification to motorists prior to entering the restricted zone.

Rules without enforcement are more often than not ignored; as a commercial operation that relies on licences to operate, we have to apply a very tight application of the rules and by stopping in an area where stopping is not permitted, motorists become liable for a Notice as per the Terms and Conditions displayed throughout.

I have requested this fine to be cancelled but in future could you please use car park 1 where we give 15 minutes free car parking.

We hope this explains our position in respect of the Notice issued to you on your recent visit and we would like to thank you for your custom and hope that you will continue to support the airport in the future.

    Kind Regards

Terrorists no doubt shake in their boots facing the prospect, by stopping their car and detonating their bomb, of a VCS parking charge through the post in the next 14 days, when they'll already be in paradise, halfway through their allocation of virgins!

I'm afraid 'security risk' has the same ring as 'health and safety' when someone wants a flimsy excuse to hide behind!

Anyway, a muted well done Humberside Airport!

Well done on getting this cancelled, but make sure you keep that email safe as it is not over until VCS say it is over.

It's a shame the Airport bod doesn't know the difference between a fine and a speculative invoice either.

Have kept all emails firmly in my Important info folder, they said it was a verbal cancellation as VCS system is down but to email the back later this week were they will send the confirmation of cancellation. Will keep this appeal letter here for the time being.

I like the fact they said (although it is woefully inadequate):

''We do allow a grace period of 30 seconds to allow drivers time to read the signs and pull away.''

Begs the obvious question, why is VCS not adhering to that rule? FOUR SECONDS!

And that email could be very useful in other cases! What's the enquiries email address you used, please?

I suppose that with the dearth of flights (just a handful a day) from this airport, they don't want to deter any potential customers.

  • Hello everyone,

I'm new on this site so sorry if I've come on the wrong thread!

I received a charge notice today for stopping in the bus stop at Humberside airport on 17 Sept at 9.45pm. It is my car and I was in the drivers side although the 3 pictures don't show it was me. I've seen so many things about not paying these kind of notices but wonder where I actually stand with it and have to pay the £60 or not.

    Regards

    Rachel.
