I think the staff go though the bins to collect anything that is good enough for the shop.
Our council has just set up a big warehouse shop for all the decent stuff that gets binned. It is completely shocking what some people will throw away! I think the prices are a bit steep though, since it's tip rubbish at the end of the day. I'd rather go to another local council's tip where they sell it for £1 or £2 to you direct.Minimalist

At our 'old' tip there was a building where things too good to be thrown away were put and could be bought for a nominal fee.
Sadly, the new high-tech 'recycling centre' (as it's called now!) has CCTV cameras everywhere and huge notices detailing the fines and possible prosecution for removing anything from the centre. The 'shop' has gone too.
When OH was leaving some stuff there he noticed someone arriving with something he needed for a DIY project he was working on and went over to ask if he could have it. The 'tipper' was only too pleased but before it could be transferred to his car a council employee came rushing over and forbade it. Someone is obviously constantly monitoring proceedings from the site office. After issuing dire warnings of legal repercussions he told them both to drive out of the centre into the street and transfer the item from boot to boot there. It was only a few metres away but it was off the council premises so was OK:rotfl:
Another time I was dumping some tatty books (absolutely beyond use as had suffered flood damage) and I spotted the book skip was almost full of what looked like 'new' books. I asked the operative if I could swap mine for a couple off the top and he issued the usual rules and regs. He also said that because of the multitude of CCTV cameras and their placement it would be impossible for him to stand behind me and block me from being seen by the camera (even if he wanted to;))

I'm with you, carbootcrazy. Jobsworth is exactly right.
Swapping a few books for some others, at a tip, is not stealing in my book. Neither is taking things that people have willfully disposed of.
Yes, they might be the council's skips and they get rid of the stuff (or pay someone else to) but presumably we're paying for this service through our hefty council tax bills. We're also supplying them with all the items for free, and yet it's okay for themselves to cream off whatever they like but supposedly not okay for us to do that! On top of which, they call it illegal so they can further profit by fining people they catch doing it!
Just another example of how councils and governments aren't really interested in improving the lives of the public, because they're only interested in their own profits.0
