Cat deterrent alarm too loud, what can I do?

Not sure if this is the right place to put this but a house near mine has a cat deterrent alarm which emits a high frequency sound. Problem is I can hear it and it is very painful causing me problems when I have to walk past their house (which happens to be every day)
I know a lot of people can't hear it and have no problems walking past their house however some people, me included have got to the point of covering our ears as we walk past to try and avoid the horrid sound and headaches to follow.
My question is, can I do anything about this? I have no choice but to walk past the house and have no idea who lives there. Can I contact the council or something in our local area and will they do anything about it or will I just have to put up with it until someone breaks the thing.

Surely the first thing to do would be to go to the house and have a polite word with the owners.
As it currently stands, they may not have any idea of the problem that their device is causing.
If they refuse to do anything that would be the time to contact the council.0 -
We had one of these. It worked perfectly for a couple of years and then suddenly we were able to hear the noise, I think perhaps water had got into it. We ditched it. Knock on the door or put a note through, they just may not be aware.Determined to save and not squander!
