    Never contact a debt collector.

    They can be ignored

Actually, you will need to contact ZZPS and CMS - just once - merely to give them your new address for service. Deny the alleged debt, state that as keeper you cannot be held liable under the POFA, and say that they MUST update to your new address which is:

    xxxxxxxxx
    xxxxxxx
    xxxxxx
The colour of the car is still wrong.
Totally irrelevant. Do not write any sort of 'appeal'. DO NOT PAY. DO NOT MAKE AN OFFER.

Keep proof of posting this notification of your new address (NOT recorded delivery!). A free certificate of posting from the PO Counter for your letters. And if you have email addresses for them, email a copy too and keep that 'sent email' in a folder, as proof for six years, in case this ever moves to a small claim and they sneakily serve papers on your old address to try to catch you out with a default CCJ. Unlikely but this is the private parking 'industry' we are talking about.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

    Cheers for the advice.

So in a nutshell I just contact CMS advising of the change of address with a short statement as previously advised ("I deny any alleged debt; my vehicle was never there and due to the timescales involved I cannot be held liable under POFA 2012" etc). I contact ZZPS about the change of address but other than that just totally ignore the debt collector letters? Am I likely to be getting debt collectors at my door at any point!?

NO, they can't come knocking (you have no credit agreement in default or anything making it a real 'debt') but you'd know that if you read post #4 of the NEWBIES thread, all about 'ignore the debt collectors' stage which is perfectly normal and we've done it for almost a decade on this forum.
