Car Insurance - Charged Regardless of No Fault !!

Hi All out there on MSE !
Does anyone know if there are there any car insurance firms that offer insurance and don't penalize the driver if they have been in an accident/s... that are 100% not the fault of that driver?
If there isn't this is unfair to say the least !.... If you are not at fault.... you have to pay ?
Say you get a number of people run into you during a year and you are just unlucky and 100% the fault is the other party... your insurance goes through the roof ??
Surely this is so wrong that it should be taken to a court of some kind ? Surely the extra premiums should just be added to the driver at fault ?

You have been involved in an accident and their reasoning is that you are more likely to be involved in another.I used to be indecisive but now I am not sure.0 -

Who would you say is the lower risk? The person who has no accidents? Or the person who has a number of people run into them each year?0 -

Its not unfair at all. Insurance is about statistics and they show that someone involved in an accident is more likely to be in another in the short term.Say you get a number of people run into you during a year and you are just unlucky and 100% the fault is the other party... your insurance goes through the roof ??
Or it could indicate poor awareness or driving too fast or poor parking etc. Just because it is not your fault, does not mean you couldnt have taken avoiding action in some way.Surely this is so wrong that it should be taken to a court of some kind ?
