First Gladstone Letter - appeal now and request POPLA code, or is it too late?

Going back to the fact you have a Gladstones letter I would suggest a robust response to it, examples of which you can find by searching Google for 'Gladstones UKCPM' or 'Gladstones letter parking'.
Read any recent results from pepipoo or here or the Parking Prankster's Blogs but do not use anything so old that it mentions 'not a genuine pre-estimate of loss' or anything from 2015 at all (out of date). Just read 2016 results and see what others have sent who have been there, done that already.
Gladstones are not very successful in court, as you will find from the Parking Prankster Blogs over the past year, documenting their mucked up cases, which often lose. NOt to say that every case goes to a small claim but as you are talking about several PCNs (different cars but all shown to relate to the same keeper) I suspect you are more likely than most.
You could also consider sending the resident's managing agent a robust letter stating that the parking 'charges' contravene the rights within the lease. Read this case from this week too, seems to me you need to stop this farce NOW:

Not saying you should issue a LBC yourself but the resident should be stating that they are being harassed and that this MUST STOP.
Also can the residents not get together and call an EGM and insist that the managing agent kicks out the parking firm - or the agent themselves could be kicked out.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

That's great advice - I wasn't sure how those templates stood up since the Beavis Vs. Parking Eye judgment.
Do the managing agents have to respond to the suggested "robust" letter? They're usually quite good and run a tight ship, but imo they're not going to give a flying f about this and choose to ignore.
The issue with this case is that all correspondence arrives to the original registered keepers address which is my parents house and I no longer live there - so concerned they'll send me an LBC at some point in the future, and I'll completely miss their letter!0 -
I've drafted this response to Gladstones - please note the letter Gladstones have sent to me is not an LBC.

Dear Gladstones,
Re your letter dated xxxxxx
Your reference: xxxxxx
This debt is denied. Please refer this matter back to your client UK Car Park Management Ltd / Debt Recovery Plus.
Please update the registered keeper contact address for all charges concerning vehicle registrations: xxxxxx, xxxxxx, xxxxxx, to the above address in the header of this letter.
Please request your client, UK Car Park Management Ltd, Debt Recovery Plus and their other aliases to update the registered keeper contact address for all charges concerning vehicle registrations: xxxxxx, xxxxxx, xxxxxx, to the above address in the header of this letter as you are all using a postal address that the registered keeper no longer resides at. "
Should I include anything else at this stage, apart from denying the debt and requesting they change my contact details?
Would it be more beneficial for me to send a "Letter Before Claim and Formal Warning To Cease and Desist with Harassment"to all parties at this stage, or should I send the above draft response and wait for an LBCC from Gladstones?0 -
I would only draw their attention to the PCN numbers you have if they have tacked them all together in their letter. If they haven't realised, then don't point them all out, only respond to the one/two PCNs they've written about.
Basically don't do the jigsaw for them, if they haven't pieced it together yet.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
