Acting on partners behalf

My partner had a couple of loans some years ago with HFC. He believes he was paying PPI but has no paperwork other than a bank statement showing the amount of the loan he was paying monthly. I've tried phoning HSBC to request details on his behalf but they wont give me any information. ( I'm trying to do it for him because he'll never get round to it himself and I have got a lot more time). I just wondered how the claim companies are able to get details /deal on other persons behalf?

They get signed authorisation from the individual.0

The claim companies have the written and signed permission of the customer to request details and send a complaint.
You would need similar written permission, so I suggest you use your powers of persuasion to encourage him to investigate/complain himself.
Do note that the longer ago the loans were, the more chance of there no longer being any records kept. If this turns out to be the case, neither you or your partner (or any claims company) will be able to progress this any further.0
