Just an update...
I have now submitted the generic appeal to Premier Park. My mother was unable to get the managing agents to cancel it, she also cannot find her lease.
Though I have found out that she owns the flat as Leasehold with a share of the Freehold.
Once I hear back, assuming with a POPLA code, I will update in here and draft my POPLA appeal.

A copy of the lease can be obtained from the Land Registry for a nominal sum.0 -
I received a response today. Premier Park said;
'In order for us to fully assess your appeal we must request that the details of the driver of the vehicle at the time of the contravention are supplied; this must include their full name and serviceable UK postal address. If you are unwilling or unable to provide these details the registered keeper of this vehicle will remain liable for this PCN.
This information should be supplied by the 11th July 2016. Please note, we are unable to place this PCN on hold until these details are received.'
What should I do now; tell them I am unwilling to provide these details right away, or wait till the 10th July to tell them that? Or simply ignore them?

Nothing. Do nothing. Wait for their formal acceptance of your appeal / rejection of appeal and provision of POPLA code.
This is a standard tactic many PPCs use to try and trick people into divulging driver details - you are under no compulsion to do so.0 -
You've received the standard template letter that Premier send to try to trick unwitting recipients into revealing who was driving.
Do not reply to this letter.
You just need to wait for Premier to send their standard rejection letter - this should include a valid POPLA Code to allow you to take the appeal to the next stage.0 -
Have you received a Notice to Keeper in the post from PD, or was there just a windscreen ticket with nothing further until you appealed?Please note, we are not a legal advice forum. I have received nothing through the post. All I had was a windscreen ticket with nothing further until I appealed.

Even better - they'll probably forget to send a NTK, which means a slam-dunk win. No NTK = No keeper liability whatsoever.0

Right, I received a letter through the post today, dated 5th July 2016. It was a 'First Reminder' letter saying the PCN is overdue.
No POPLA code received yet via post or email. Will update again when I receive something.0 -
