Anyone recommend a free image resising program?

For a few years I have used a program called Fotosizer to reduce the size and quality of my camera photos for sending to others. Lately, the program updated and seems to call home before every use and now (optionally) asks for a registration number which one has to pay for.
I'd like to change to another, possible open source, program. Anyone have any ideas? I'd like to be able to change image size, set the quality level and have the original Exim info copied into the copy.

I've used Irfan before, and the associated Pearl Mountain Image Resizer/Converter.0

FastStone? I've used it before in the past and it does the things you're asking for. Although are you looking for an app to run on your phone & do it or to run on separate computer? I don't think there's an IrfanView app.0 -

paint.net is my image editor of choice, and free.0

Another fan of IrfanView but for image resizing I use ImageResizer (funnily enough)
I like the way it is available on the right click context menu and allows you to do many images in a single commandIITYYHTBMAD0 -
Just want to say thank you to all who replied.
Currently playing with IrfanView which does everything need. I am also very impressed with the standalone program XnConvert which comes from the XnView stable.

I don't know about the others, but Irfanview can do batch processing which is handy if you have a load of photos you want to reduce and compress.A kind word lasts a minute, a skelped erse is sair for a day.0

That is why I like Imageresizer.
