Complaint against landlord insurance

I pray first that I am in the right area and secondly that someone can help me as I am distraught. I am a landlord, my tenants moved out January and I spent everything I had doing the house up, replastering etc. Now after a few weeks we noticed about a 10ft part of the wall wasnt drying, I found this odd so went next door. To my horror I found the neighbours had built a garden up to the entire length of my wall, including kitchen, naturally I had insurance and informed them, they said they would probably get a couple of quotes and hand the bill to the next door insurance. What I have just been told by the loss adjuster beggers belief. They will pay for ripping out my kitchen hacking off all the damaged plaster, remove absolutely everything back to bare brick. The next step is dpc injecting and tanking the wall which will cost £1100 they will not pay for. Once I pay the £1100 for the dpc and tanking they will pay for putting everything back! Including replastering, putting plumbing back etc. When I said but the units are mouldy and the carpets in the living room have shrunk they said if necessary they will pay for the base unit once removed and only if their in a poor condition. It gets even better, the expensive tiles they will hack off the damp side they will replace with i suppose their choice, but they will not match the other side, which they will give me 50% towards the cost. I am dumbfounded! I have written an official letter of complaint, to which could take weeks to reply, I don't hold out much hope, so the next step will be the financial ombudsman, my tenants are threatening to leave if I don't get the work done quickly. What else can I do, I simply don't have £1100 or I would pay it and fight it, hopefully receiving the money back.Just to remind you it was the neighbour who built the garden up against my property. When I said to the loss adjuster that there must be a way of claiming from their insurance, or sueing he said its prooving that they did it on purpose knowing it would cause damage. Also when I asked for an appointment with a solicitor he wanted £200 plus vat for a 1 hour consultation, so my £1100 tanking charge would soon be eaten up. Please someone help me, I am already off work sick and all I can do is cry. please help heather
