Gravel garden help.

Hello all.

Recently got rid of some flowers from my flower bed. Weeded and will be laying weed membrane then laying slate or pebbles to create a gravel flower bed. Every couple foot or so I plan to plant small bush/plants. Thinking a box, Buxus sempervirens. With a form of yucca and the odd garden globe / ornament. Hoping it won't be mega high maintenance!! (any similar style plants idea welcome)

My question... Once I lay membrane can I cut a cross fold back and plant the whole pot in soil (sure I read this causes less weeds or similar) then fold back the membrane?
