Are Wright Hassall incompetent, institutionally biased, or just plain lazy?

There is no doubt that Wright Hassall are not trustworthy and the public cannot accept any decisions made by Wright Hassall as being correct or un biased, thereby meaning that WH are totally unsuitable and incapable of running POPLA.
The BPA are wholly responsible for this fiasco and proves yet again that the BPA are truly a worthless organisation
The ISPA (paid for by the BPA) have very little power and the word "scrutiny" should be removed from their title as it is very doubtful that the BPA take any notice of them anyway.
As the so called New Popla appear to be ignorant with the assessments they make, the whole pathetic system needs a full overhaul.
1: A real Adjudication system that is proven fully independent by government just like the Traffic Penalty Tribunal which is proven to work. No more incestuous clubs offering a subscription service.
2: Parking operators must apply for a licence from the DVLA to operate under strict guidelines. There should be a licence fee renewable on a yearly basis SUBJECT to behaviour. and an instant ban at any time on operators like UKPC
Each application made to the DVLA for keeper information should carry a high fee (£20-£30) At the moment the operator can pay by using their kids pocket money.
No more incestuous clubs, they are not needed and that includes the ISPA who seems to be just words but no action
As for the IPC, they should be swept up, put in a bin bag to be taken away by the dustmen (rubbish collectors) and dumped0
