Cant get my handset to power up fully? what should i do

I currently have a Nokia Lumia 520.
When i press the power key, i get a dull screen I enter my password, and then get a blank screen.
I have taken the sim out and replaced, and i have also fully charged the handset, but i still get the same problem.
I was thinking of ordering a new SIM card, with worst case of purchasing a new handset.
My current handset was purchased separately (I have a sim only 12 month contract), was also thinking of contacting my phone provider for advise???

There's a distinct possibility other ways to get it to power up may be mentioned too saving the hassles a factory reset will cause such as losing photos, personalisations, etc. etc.0
