This is what ebay states:
Note: In order to sell with this format, you must be a registered member of eBay for 14+ days AND:
Have Direct Debit on file for payment of eBay fees OR
Have a feedback rating of at least 20 OR
If you have a PayPal account linked to your eBay account, have a feedback rating of at least 10.
I have 10 feedbacks, have paypal and have direct debit on file so why can't I do this?

Hi, I did exactly what yuo did and got told the wrong info. What you need to do is get yourself a feedback rating of 20 posotives and only then can you list multiple items
