Parking Notice Charge - is there a breach on their part

I received a Parking Notice Charge from Parking Eye which I have to admit I did over stay and was going to pay the Charge of £40 if payed within 14 days of date of issue but I did not receive the notice until 21/05/2016 which was 9 days after the date of issue (12/05/2106) leaving me 5 days (as a single parent) to find the money, when I am paid this week end.
The final date for reduced payment was 26/05/2016 - which I missed. Today 27th I received another parking charge notice to pay the full amount of £70.
Without a dated postage mark on the envelope I cannot prove the date of receive of the original notice.
Is it worth me appealing without proof that they could not send me the original notice within 24 hours but could send me the higher value notice within 24 hours.
Probably don't have a leg to stand on but just wanted to vent my anger.

if the ticket was by ANPR method , they are obliged to send a NTD within 14 days , not 24 hrs or 3 days
the time to appeal is NOT 14 days , 14 days is a "placebo" to make you pay up quickly without challenging them
I "think" that the second letter should not have been sent until 28 days or so

Thank you for looking into this for me but I don't think I have a leg to stand on........what annoys me is that if I received a parking ticket from council or police they at least give you more than 5 days to pay the reduced amount......even taking account of the post.0 -

YES, YOU DO.
£70/£40 sounds like Aldi who will cancel it if you prove spending regularly or £30 on the day. If not, if you can't prove spending there regularly, then the signs at Aldi car parks are surprisingly woeful, with some 90% not even mentioning the £70 charge. That helps you at second stage appeal.
So, we assume you have now read the 'NEWBIES PLEASE READ THESE FAQS FIRST' thread near the top of the forum, having had time to read some threads this evening. You'll soon have submitted the the template appeal shown in blue writing in the thread, together with a copy of any Aldi receipts or bank statements as the advice thread tells you to do, not saying who was driving.
