I wouldn't be paying for anything out of your personal money but the rest seems reasonable, in my opinion.

    I totally agree.

At the sort of level that is described (c. £500K salary which means the total cost to the company of having this guy will be nearer to £1M) then the cost of having a PA / EA to do his bidding is chicken feed. It goes with the territory at that sort of level. I am sure that like most people who have reached the top he spends a lot of "off duty" time working or at least thinking about work and probably sees it as perfectly reasonable for the company to provide him with somebody to do some of his personal chores. Even if not specifically spelt out in his employment contract (which is none of the OP's business) I am sure it would not be questioned.

As an aside, a family friend does freelance PA work for some very wealthy individuals. It is not uncommon at all for her to be asked to bill their employers for some or all of the work.

Yes, as others have said, it is not right to be asked to pay personally then reclaim and that can no doubt be sorted out. The rest seems a normal part of that type of job at higher levels.
