How many tenants are going to agree to their full deposit being withheld (unless they didn't pay their last month rent and deposit is equivalent.
In most cases, either the tenant wants the full amount back, or agrees to a lesser amount being withheld.
I believe few cases that end up with the arbitrator end up with 100% withheld or 100% going back to the tenant.
My understanding of DPS is that it only releases the money once both parties have agreed to the amount and they act as intermediary. They will only release to one or the other if the other party hasn't responded back within a certain timescale.0 -

Therefore my queries would have been against the custodial scheme only.

As FBaby says above, the statistics you seek are going to be skewed.
Unless your project / cause/ whatever is greater education on the laws of tenancy for young people; it will fall down as a simple - tenants aren't bothering to educate themselves on the law and therefore have no-one to blame but themselves if they lose out.0 -
