Council ticket

My mum just got a letter from Hammersmith council. An enforcement officer placed a ticket on the car on April 8 and seeing as they have heard nothing they have now sent notice to keeper.
Problem is, neither this car or my mum have ever been to Hammersmith.. Supposedly parked at wormwood scrubs and didn't pay and display.
Any help or advise on this one.

You need to appeal anyway and state that you believe a mistake has been made with the VRN. It's a NTO not a 'NTK', isn't it?
THE OWNER MUST APPEAL.
Not phone, not ignore, or it can end in tears.
Post on pepipoo forum for specific appeal advice for this circumstance (yes I realise you say the car wasn't there but an appeal is required anyway):
