this page is trying to load scripts from unauthenticated sources
I am visiting a site via chrome when i get the above message, what does it mean and is it safe to ignore?

What's the site that you're trying to visit? I don't use Chrome so I don't know the message but it could be an issue with certificates on the site, which may or may not be safe to ignore.0

The warning is in the form of a small badge in the top right hand corner in the address bar. ( in chrome)0

It means that although the web page your visiting has a valid SSL certificate it is delivering third party content, some or all of which is not covered by a valid SSL certificate. This usually happens with embedded content from another website which doesn't have an SSL certificate (like if somebody embedded a blog post, or similar) or could be related to any third-party advertising on the site.
When I just visited it, I got an SQL server error on that particular page, and visiting the home page seems to show up some issues with what looks like a Wordpress installation, so perhaps the site owners have been trying things out?She would always like to say,

Just loaded unsafe scripts and all appears well. No alarm bells from Panda or Malwarebytes.0

It would appear to me the site is legit but that they're currently doing some maintenance work or updates or something which are causing some errors, which may or may not be related to the error message you're seeing. There doesn't appear to be anything malicious running.
Assuming they're only asking for basic information (email addy, password, desired username etc.) to sign up to their forums, it's likely safe enough though obviously use best practice of a password (and preferably username) unique to that site.She would always like to say,
