HMRC - Her Majesty's Rogues and Conmen - HELP PLEASE!

I've had to repay a supposed overpayment of tax credits in the past and am still doing so, despite appealing the decision on numerous occasions because I've always been on the ball advising HMRC of any changes straight away. However, despite a member of the HMRC Tax Credits confirming to my local MLA that I had provided the correct details the overpayment had been caused by an input error by one of their staff, I was told I still had to pay back almost £9k and my payments have been reduced for the last 3-4 years to reflect same.

As a single parent every penny counts and I was distraught to find my tax credit payment last week was half of the amount it normally is. I contacted the tax credits helpline and was told my renewal had been done for this year and my wages meant I had to repay the overpayment at a rate of 50% now. They said my renewal form had been set a couple of weeks ago (-this still hasn't arrived) but they'd processed it without me knowing, based on my annual salary being £20,079 and anything over £20k means I repay at 50%. I explained I earn £20k so that's within the threshold. . The guy said he'd appeal it for me and someone would be in contact by yesterday. I didn't hear back and contacted them again. I spoke with a very condescending American woman who said my appeal had been unsuccessful and they'd sent me and income and expenditure form for completion and need to complete and return same and they'll consider reducing the amount of deductions being made. I asked where they got the information about my wages and they wouldn't confirm same. My employer, if approached, would be able to confirm what my wage is. I'm now at my wits and end want to know who I can complain and appeal to. They've once again put wrong details down, and I haven't been given the opportunity to confirm anything. I feel humiliated that every penny I spend is going to be disected. I could understand if I was above the income threshold, but when I know I'm not, and have told them I've not, how can they insist I pay at this rate?

Can anybody please help?
