Parking Eye final notice after 3 months silence

Hi,
Let me briefly sum up what happened in January. I parked in Leeds for an interview, but the machine was not working. I was in a rush so I didn't bother faffing around getting the payment app to do it by phone, so I just left. When I returned an hour later I notice there was a second machine, but there are no signs for it (usually there are quite tall signs so that you can find the machines). A van was parked in front of it when I initially parked, and it's against a wall - completely hidden. I have a photo of the machine to show if something was parked by it, it would be hidden.
I wasn't the only one who didn't get a ticket, there were half a dozen other people unsure whether to stay or find somewhere where they could pay, and as I said I was in a rush.
Anyway, I got a letter in February and made an appeal online. I had an incident with Parking Eye previously, made an online appeal, and never heard anything since. So when I didn't get a response for my appeal in February, I wasn't surprised.
Fast forward to last week and I get a final warning letter, stating I didn't appeal to POPLA and have 14 days to pay or they will start persuing me, which will apparently make me owe them more money.
What should I do? I was never notified to appeal to POPLA, or that my original appeal failed (until last week, months after the appeal). It looks like there's no way to phone them, there only number is to make payments. I read on here I should never pay Parking Eye and ignore them, but that advice was from 2011.
I'm currently in the middle of purchasing a house and don't want to affect my credit rating or have anything else happen that may affect the purchase.

When you made appeal online did you take a screenshot? I think you need to write back (or E-mail) (but always make a back-up paper copy) them with that proof (with free proof of posting) stating that as you hadn't heard back from them (and in line with BPA code of Practice) in 35 days you concluded they had cancelled the charge.
Suggest to them they issue a POPLA code where the matter can be dealt with there.
Sorry about the brackets but there are so many pitfalls and E-mail isn't hard copy and unless you specifically ask for a receipt you have no proof of sending or receipt.

It would seem they acknowledge my appeal I made on their website, as they're saying they declined it. From their wording it also sounds like they told me this and I was advised to go to POPLA, but I never got the letter.
I do have a screenshot of the appeal, though I'm at work right now. I am 99% sure I included my phone number and email, neither of which they attempted to contact me on.
I'm just a bit concerned with emailing them since they seem rather slow to respond to anything, and it's already been a week since I got the 14 day letter. I don't want that time to run out, and them start increasing the fine.0 -

I'm not surprised you didn't get a letter. PE don't appear to be using the Royal Mail for posting letters but bulk mail handlers.
These mail handlers are far cheaper than Royal Mail but not as reliable. I think they send a stagecoach a week to principal destinations.
As they say in Yorkshire 'you buy cheap you buy twice'!

The letters are addressed to me, though I assume that is normal
Anyway, I managed to get through to a human and they said to make another appeal simply stating I never got the letter, then to ring back and confirm that they got it and that the charge is put on hold whilst I appeal to POPLA. I recorded the conversation, and will be recording the future conversation.0 -
ParkingEye makes a LOT of money from faulty machines and Aire Street seems to be their favourite location* for this scam. Have a search for other Aire Street threads. They appear to have an issue over their client's actual lease for the site.

Don't rush your POPLA appeal when you get a new code. Search the forum for 'Aire Street'.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Are you? We have 100 threads per week or more, many about Parking Eye and the Beavis case was seven months ago.
Every thread dated 2016 is worth a look if you do a decent search and choose obviously unusual keywords (e.g. 'Aire Street POPLA' to find Aire Street POPLA decisions from recent months).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
