    2) It did cost them some money, but only probably about £2.50 to DVLA for the data.

"I suspect this is a self ticket setup , tickets being placed on cars by hospital security .
I wonder if they were wearing full CPP/Liberty uniforms whilst they carried out the operation?"

    I suspect you are correct.
Is being uniformed/identifiable as CPP/Liberty important for some reason?

I also wonder what a request to provide proof of proper training would achieve.

I'm convinced that the tickets are being unfairly applied - in that lots of cars use the space in question, and I believe those belonging to contractors and people working for the estates dept are not being ticketed - but maybe that's just a conspiracy theory...

    BPA code of practice

    http://www.britishparking.co.uk/write/Documents/AOS_Code_of_Practice_October_2014_update_V5..pdf

    9 Professionalism
9.1 The Code is based on the understanding that operators
and drivers should deal with each other in a respectful way.
This means that as a member of the AOS you must
maintain a professional standard of behaviour in carrying
out your operational duties. This includes making sure that:
    • vehicles engaged in parking enforcement, such as
ANPR vehicles, are marked clearly with appropriate
livery or your business name, so that members of the
public can see that you are the operator. Vehicles
used only to transport parking enforcement staff do
    not need to be liveried.
your front-line operational staff wear a uniform and
carry a photo-identity card that is visible and available
    for inspection by drivers

    • you deal with drivers and other members of the
public in a professional way, avoiding using aggressive
    or threatening language

hopefully that means the uniform of the company they are representing , not just any uniform , would be strange seeing an airline pilot (in uniform) putting tickets on cars

I reckon it's vague enough that hospital security uniform will cover this requirement.

complete with liberty printers ID badge ? that you have a right to see?

if a guy in a hospital security uniform is placing tickets then his uniform is the hospital issued one nit liberty printers , now back to the ID badge , seen it yet?

or just accept that you are being conned out of money by an operation that does not meet government standards?

You need to involve your union on this as it is blindingly obvious that the hospital needs to maximise staff parking otherwise there will be insufficient staff on duty to care for patients.

    I delayed as:
    1) I wanted to know if they would actually go to the DVLA for details.
    2) I wanted to cost them money by going to DVLA (which I now believe may not be the case)

Neither was a good plan. Of course they could get data (you only had to Google that...loads about them paying £2.50 a pop for your data).

So much easier to appeal 3 weeks after a windscreen PCN and then they forget the NTK altogether. Next time, that's how to play it.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Yeah, it's at odds with the parking policy. That's another route Ihave prepared to go down, but thats outside the scope of this forum.
