Has the debt been sold ?

Hi, I received a letter from Moorcroft in regards to a credit card debt.
It is my fault it has come to this but is there any way of telling from the letters if the debt has been sold or there is still some hope to negotiate with the CC Company.
The letter reads...the client maybe able to offer a substancial discount, to me this reads that the debt is still with the creditor Vanquis.
Brief explanation as to how I am in this position, I worked for a company that did not pay me for 3 months, I worked here for 6 years and they have been taken into compulsory liquidation. I took it bad and hid myself away and did not contact, now I have the papers from the Insolvency service I have forwarded this to Vanquis.
Up until now I have been in abstract poverty but I have got a new job, and I need to get my life sorted, this is the only card/only debt I have, the debt was 2,800 and now is 4,017, when it was 2,800 vanquis said they will chop 1k off and £200 a month but I was penniless, not even monies to make phone calls.
How can I approach this.#

Negotiate with the DCA. You're more likely to get a discount if its been sold, though it sounds like it hasn't.0

Thanks, for your reply, I hope to deal direct because then the card is not closed....before I was a full balance payer, the history is there, we are about 9 months into the debt and now I am trying to deal with it0
