Idiot neighbour letting his dog run about shared garden (not even his) and bark

All year round I have a foreign neighbour (relevant as they use the "no speaky English excuse then speak English fine on other occasions) who uses the garden for my block of flats to let his dog run around, and almost never picks up the mess it leaves, what I notice is he and his flatmates take turns bringing dog round, one follows it around garden so it never barks, another does what he feels like so sometimes follows it but most of time stands in doorway smoking and since I complained last year has a habit of standing below my window and staring at it and muttering stuff or I am at window at time he has waved his fist and what seems to be swear words (as I can't hear)

To top it all off hes not even a tenant in my building he lives across the road and today I spent 2 hours weeding the bins outside his house amd brushing the dangerous glass there he dumps stuff from his self employed business like glass shower doors, chopped up wood, old matresses and sofas even a houses worth of carpet! Today I chucked in the old carpet, even a kitchen sink he left there for over a year!, even street diversion signs, and the wood from felled trees around his flat doing all his work for him and this is how he repays me! I didnt chuck in matresses or sofa as they were moved last week by church volunteers.

Paranoid me is thinking he has taken offense to me cleaning for him as he stood at his window peering through curtains watching me, then his girfriend came back stopped when she saw me and gave me a dirty look, then his flatmate did.

Barking has been going on for 20 minutes so far but a few breaks, it must be loud as I can hear a muffled dog bark in the distance, no sign of any of the people in garden so they must be using my garden as their private garden as usual, they have already made 2 other flats move because of the noise.

So we have someone who doesn't live in building who scammed a ex neighbour for spare key (playing the we share in my country card and speaking perfect English when doing so except when told "no") uses my garden as his private garden taking offense to when people who live in building use it (went out once with a friend and he shouted at me saying "what are you doing in the garden") After being woken for 3 weeks straight between 1am-4am every night and him saying "speaky no English" I reported him to council and he was hammering at my door threatening me and claiming I was a typical racist English person (despite this being in Scotland and I am Scottish, shows how low his intelligence is and strangely he suddenly spoke perfect English) to then he turned round and claimed he had a right to use my garden as I was lazy and never cut the grass and since he did (about 3 times a year and not whole garden) that gives him the right to use it at which point last year the noise has esclated more each month the same person shouted at me before for using "his" bins despite them being council bins which aren't even on his property so wheres this "where I come from we share" attitude I guess it only applys when he gets what he wants.

On a seperate issue theres 3 parking spaces for my block he uses all 3 himself meaning people in my block of flat have to park around corner, one time someone did manage to park there and he blocked them off (and neighbour found one of his tyres had a puncture after!)

Sorry long post just backstory, I assume I will get the usual "if you don't like it move" responses but its just to get my feelings out there and opinions rather than that, last time I reported him to council he got agressive and I assume other neighbours have complained about him but his low intelligence means he blames me for it one time was told by neighbour upstairs that he spoke to them and pointed to my flat and went "see him, hes been complaining about me, he racist" and then some "colourful" words about what a bad person I was and how he was innocent and again how he does favours for my block like cutting our grass.

So what next (apart from "moving" suggestions)? Report him and have him get agressive and blame me, be kept in the dark and another neighbour might report him and I get the blame anyway, have him continue and throw his toys out of the pram as he thinks he has a right to use someone elses garden?

Been silent for 2 weeks until I do him a favour and suddenly get this!
