Yellow line parking outside closed business

All,

I received a PCN while I was parked on a single yellow outside of restriction hours in front of an entrance to a closed business which had a dropped kerb to allow cars to drive in and out of the business. I challenged the ticket the next day on the grounds that I was given only a minute of observation time and I had parked there to go and get my pregnant wife from a nearby building who had called me as she was not well. I stated clearly on the appeal that I had parked where I did because that was the closest I could get the car to ensure that she didn't have to walk far and I had no blocked any dropped kerbs which were intended for pedestrian usage and I had been courteous to other vehicles by not stopping in the middle of the road while I went in and got her.

I don’t have the letter I wrote to hand, but the general gist of it is above. I can post the letter later if required.

I received the attached response which talks about blocking pedestrian crossing, when I clearly spelt out that I wasn't blocking any pedestrians and nor was I blocking access to the premise as they were closed (plus I was only half parked across the driveway).

Should I appeal again so that it goes up to the independent reviewer (as I understand that this is what happens)?
