Meter report interpretation

Hi to all,
A customer of mine had their meter tested recently after they felt that their bills were running higher than they should be. I did some electrical installation work for them last year. They had the following data sent to them.
Performed MAT MSN) 3320, type= credit, constant/pulse= 200. Revs= 1. Volts= 237. stdrd time= 26.5. act time= 37.7. difference= -11.2 meter accuracy= -42.3%. SLOW. read 01) 75124
He also told me this
'They told [FONT=Helvetica Neue, Helvetica, Arial, sans-serif]my wife[/FONT] that the meter has been running fast but I could [FONT=Helvetica Neue, Helvetica, Arial, sans-serif]interpret the above as it has been running slow.'[/FONT]

I understand check meters can installed along side to confirm is they're running too fast/slow and I will advise them to turn everything off and see if its registering anything but I cant interpret their data or their statement.[/FONT]
