Card declined but still charged

Hi,
I am currently travelling South East Asia with my girlfriend. We left Thailand and flew into Malaysia and upon arrival we tried to withdraw cash from multiple ATMs which declined based on 'an 'unauthorised account' before realising the problem was with our card not the cash machine. We then used online banking to notify our bank that we are in Malaysia so transactions can be authorised. This worked almost immediately. However, we checked our statement a couple days later online and we have been charged for half of the transactions that declined.
I am wondering if this has happened to anybody before and the outcome?
As I don't have the paper receipts, therefore cannot prove I didn't receive the cash what happens now?
If the bank declined the transaction then why would it then charge is for the funds we haven't received?

Inform your bank about what happened, drawing their attention to all the unsuccessful withdrawals being prior to the time of your request to use the card in Malaysia. It was a mistake not to retain the ATM decline printouts, but they should still be able to sort it and re-credit you.Evolution, not revolution0

Are you sure you've actually been billed for the transactions, could they just be pending? I've had this before with a declined ATM withdrawal. But yes, speak to your card issuer.0

This is the most likely explanation. I've had it happen to me once, albeit not abroad and not at an ATM.
The amount was placed on hold but never actually debited my account.0
