Is there a Land Registry form to register a second charge or does it need to be done through a solicitor?

Form CH1 is the prescribed form for a legal charge
The form is often used by private individuals to secure a loan against the borrower's title. You would also need a form AP1 (application form) and to consider evidence of identity as appropriate - see the various online links for these and guidance on their completion.
As you state the first lender is likely to need to consent and you may find that they also insist on your using a solicitor before they will do so - best to check and confirm first“Official Company Representative
