DMP and overdraft charges

My apologies if there are threads about this already, I have looked and haven't found anything that I can see to be relevant, either my poor searching skills or it's because it's a total non-starter 
My partner is on a DMP and has been since 2012, his bank account was with LTSB and he has continued to be charged interest and an overdraft fee on his overdraft while being on the plan.
I wondered if this is legitimate or if these charges can be stopped because they basically amount to the same amount that he pay them every month so in 4 years of payments his OD remains the same.

They are legitimate. However, your partner can apply to the bank to take a view that there is a cycle of charges that is preventing the debt from reducing. If your partner is in financial hardship and its not just a case of the amount to settle being too low, then they may decide to refund some of them.
