I am confused about TV license and live seminars - webinars.
Is a TV License in the UK needed to participate, watch live seminars - webinars?

No. A TVL is only required for watching live TV (any live TV) and the BBC iPlayer. Webinars are fine and don't require a TV licence.0

A TV licene is required to watch or record live TV, which includes live streams of TV channels that are simultaneously broadcast on the internet and via the aerial or satellite. It is only required for iPlayer (and the equivalent services of other broadcasters) if used to watch live TV, not if used for catchup services. Note that legislation will soon be introduced to close the iplayer loophole so a licence will be needed for catchup services as well.
