Let's see what they make of it. My skim reading suggests a more than negative response in regard to PPCs.
The disappointing aspect, IMHO, is that only 571 respondents bothered to reply, jeez, we deal with more PCN cases than that on here every month!Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

Surely they mean "unauthorised" and not "illegal", as no criminal law has been broken?

Here's how its going to pan out.
DCLG will avoid getting the legislation in early via a SI and opt for the long and laborious process of additional primary legislation. This will have a number of effects
1. The IAS won't give a toss as they know they are going to be replaced.
2. POPLA won't give a toss as they know they are going to be replaced.
3. The DVLA will say it up to the ATA's as they are not legislators.
4. There will be a rush of claims on any pretext or the selling on of dodgy tickets.
At the same time, the BPA's lobbying firms will be following the progress of the new legislation and attempting to water down anything that affects business. They will also be wailing about parking carmageddon in Scotland and Northern Ireland unless there is Keeper Liability there.This is a system account and does not represent a real person.
