Card Charges & Invoices

Hi all. I've seen a couple of instances of this recently and was wondering what the official receipt/invoicing position was on the subject...
Online credit card payment to company X. A small charge is added to total cost by their bank/payment provider. A single amount is paid and billed to the credit card. Very basic text automatic email receipt for payment is provided.
Requested invoice comes for only the original payment amount to company X, and they refuse to include the card payment fee in the invoice as this went straight to the bank/payment provider according to them.
Are they allowed to do this? According to the credit card bill and transaction, the monies went to this company so I think not, but not sure how to search for the right official guidance on the subject.
