    I agree. It's much easier, IMHO, to explain mitigating circumstances (which PALS will more interested in than the tech/legal stuff of contract law) verbally. By all means follow it up by letter to confirm things.

    The opposite is true when dealing with a PPC (who won't be interested in the slightest about mitigating circumstance) - so everything to a PPC in writing, with free certificate of posting from your Post Office counter.

    Just spoke to PALS and they gave me direct number to person dealing with carpark, saying they will be able to help me. I left the voicemail and got on with my email attaching a photo of the PCN. That should be sufficient, right? Should I call up later on today if I hear nothing back via email?

    This is what I wrote in my email:
    "Couple of weeks ago I was coming to Kingston Hospital for blood tests a week before my baby was due, I have paid for 1h parking and now got a PCN from PE for £100 for staying over 5minutes (!!!). The amount is ridiculously high, there is no way they could have made a loss of £100 for 5minutes unless parking was costing £600 per hour.

    Could you please step in and have this unreasonable PCN cancelled. I just had a baby and I know my personal appeal will mean nothing to them and they will keep on harassing me with bailiffs.

    I will be very grateful for your help.

    Below I attach the letter they sent me last Friday."

    I'd call again later. I'd emphasise that the minor overstay was as a result of delays within the hospital way beyond your control. Entering a hospital, even for blood tests, is a harrowing experience and having to time yourself constantly to meet the needs of a parking company is far from at the forefront of your mind and is not what a hospital appointment is about.

    Had you left the ward to top up your car park payment you would have missed your appointment - you were trapped through no fault of your own, and now a private company wants to profit from your misfortune.

    Build that into your written response too, after reiterating it in you phone call later.

    There is no keeper liability so the OP's husband needs to contact PE & tell them that he has no responsibility for the charge as the NTK was delivered late.

    Ok I got email today from Kingston Hospital saying that they arranged for the PCN to be cancelled and that I should receive a letter from PE to confirm it.
    I haven't found anything on the forum regarding Kingston Hospital in particular, is there anywhere I could post number/email of the person dealing with parking in Kingston Hospital to help others like me? I thought it might save people time...

    From my experience everything has to be done in email or formal letter with PE and you have to put legal grounds on which you base your challenge/claim.

    Kingston Hospital, should be ashamed of themselves letting this scum infest their carparks.
    PPCs say its carpark management, BPA say its raising standards..... we all know its just about raking in the revenue. :eek:
