    So the best I can come up with is:

    I would like to bring to your attention that ParkingEye Limited (PE) have two CCJ's registered against them with one remaining unsatisfied.

    22/04/2016 - £200 - Unsatisfied - CAERNARFON - B8FC98K7
    06/02/2016 - £325 - Satisfied - EDMONTON - 3JD11031 - Paid 15/04/2016

    under section 4.3 of the BPA code of practice, it states

    Under the Code you must keep to all the requirements
    laid down by law.

    As members, PE appear to be in breach of 4.3 on the basis they are not complying with obligations under law, to the point people are being required to use the court system to force their hand to recover debts legally owed. Given the financial resources of PE, to have an outstanding CCJ for any length of time would also indicate a lack of respect for the court system.

    Section 4.1 of the code states that members must sign a declaration agreeing to keep to the Code and its principles. It would seem that PE have made a false declaration as they are not keeping to the principle set out in 4.3, by avoiding the servicing of debts legally owed.

    4.2 states that to stay a member of the BPA you must keep to the conditions of the Code.

    As PE are not keeping to the conditions of the code, I must ask that you suspend their membership while you undertake any action to permanently withdraw their membership.

    I'm sure you appreciate PE's business practices potentially brings the BPA into disrepute. In the interest of other BPA members I'm sure you also understand you must take swift action. You also obliged to via the commitment set out in 5.1 - We have, and will do our best to keep, Accredited Trade Association status with the DVLA. It is clearly untenable that a business with a questionable practices should have access to sensitive information direct from the DVLA

    If you do not take action, I feel obliged to report this matter to the DVLA so they can consider whether you are properly enforcing your code to ensure that only reputable businesses have access to the DVLA's records.

    In the event you do not take immediate action to suspend PE from your association and I have not heard from you within 7 days to this end, I will contact the DVLA and report my findings.

    Aren't you jumping the gun?

    The BPA will say the unsatisfied one is within the time allowed to satisfy (pay) it (in fact to remove it from the register if PE act quickly) seeing as it was only from the week before last. Also PE *might* be applying to get it set aside...it's a bit soon, wait a few weeks.

    Yep, I was just trying to see if I could construct a rational argument based on the suggestion from Umkomaas earlier. The BPA is little more than a club to give these bottom feeders legitimacy and access to the DVLA in any case, so very doubtful they would take action.

    What about the obligatory email complaint to South Mimms who I seem to recall might cancel? Not all Welcome Breaks will but I think South Mimms have done on forum posts we've seen before, as discussed the other week:

    Haven't got an update yet from that one but worth an email especially of the driver was a genuine patron - and who uses a services without being a genuine patron, it's hardly a place to visit for fun and just park up...

    Yep, tried that route. they have a dedicated parking team - who refuse to talk to me. they wont even provide a telephone number or put their name(s) on emails so I know who to speak with. I called South Mimms direct. Having explained how their parking team treated me with utter contempt, someone there has offered to help by telling ParkingEye to cancel the ticket on the basis the driver is a regular guest of the onsite Hotel, and patron of Welcome Break sites.

    It is a possible step forwards a result but not counting my chickens yet!!

    I've never had to deal with this sort of thing before, but this experience has really opened my eyes. Whatever happens, I want to do my bit for society and destroy ParkingEye. Im going to find and take every opportunity to cause them problems, whether it be keeping their staff dealing with enquiries, damaging their credibility with partners, unmasking their directors and publishing their details, whatever I can to disrupt them.

    How anyone can work for someone like this, and feed off making others lives miserable I will never understand. Perhaps if anyone reading this knows anyone that works for them, family members - whatever - they could actually tell them how ashamed they are.

    I love the idea of organising a nationwide boycott of welcome break services until they cut ties with parkingeye, then do the same to the next one and the next one, until businesses realise if you parter with someone that steals from your customers like ParkingEye, you wont have any customers. Sadly I dont have the online presence or network. If someone like Martin Lewis did though, I'm sure a great enough impact could be made, that would panic businesses to severe connections very quickly.
