Looks like you've accidentally changed the default app for viewing pdfs. What email app is it? Or if it's webmail, what browser?

Could Windows 10 have been resetting your defaults?

With it being a library computer, you may not have sufficient rights to do this , but ..

Click the start circle, then click "default programs", then click "associate a file or protocol with a program"

Then scroll down to ".pdf" and if it isn't associated with adobe acrobat reader then click "change program" and choose adobe reader ..

    Hope this helps

The fact that the message mentions Word strongly suggests that it is an incorrect file association. Have you tried on more than one PC at the library? I'm not sure whether the association would be done locally on the machine or centrally on a server. Either way you may not be able to resolve it yourself, I would just report it to library staff and ask them to fix it.
