Hi Everyone,
My neighbour in a Housing Association studio flat has converted his flat into a one bedroom flat (i.e.: has now fitted a door to completely separate the sleeping area) Will he be liable to pay extra Council Tax?

I take you do you not know the basics of CT?
the current owner of a property will NEVER have to pay extra CT simply because he has had work done to it himself whilst he remains its owner. You could buy a 1 bed house and (if you had the money and could get planning permission you could extend it to a 20 bed mansion and you'd still be a band a property until you sold it.
the only way an increase can arise is
- either he sells it and there is an improvement indicator recorded against the property which this triggers a banding review undertaken by the Valuation Office Agency. The person buying it will then "suffer" the result of that review, ie their band may or may not be increased
- or someone appeals against their existing band and the VAO decide that everyone living in the same type of property is in the incorrect band so the VOA impose a new band on everyone.0
