    Palmetto Energy PLC (set up 2013) is the London branch of Palmetto Energy LLC (set up 2009), a US company. The UK company just has a mail forwarding address. So presumably it's a US IPO and that would rule out EIS being relevent. One wonders whether the original "salesman" had anything to do with Capital Markets, perhaps they were merely the platform being used by persons unknown. Googling "Palmetto IPO" comes up with nothing relevent. This looks like it will end in tears.
