standing order charge

I rent a flat. I have a gas pipe that stops outside the flat that is capped so I don't receive any gas and cant but for the last 2 years I have been getting charged £25 a quarter standing charge for a supply I don't have. My supplier says its now the law but should I be paying this ? Or should it be my landlord who owns the building ? . I am on a very low income and live alone so £100 a year is a lot of money for something I physically cant use and don't use. Any help or advice you can give me would be great.

Some time ago the rules changed on energy tariffs and you now pay a standing charge and consumption. If you have no gas and electric heating you should ask the landlord if the gas can be disconnected, if he says yes they will cut the pipe and that's the end of it. If he says no then say ask him why you should pay for something you don't have.IT Consultant in the utilities industry specialising in the retail electricity market.

Is the meter on a Deemed supply? Suppliers re not allowed to charge standing charges where the meter is on a Deemed contract and there is no history of reads since it moved onto a Deemed account0
