My practice relaxed the rules for a while, saying that you could join from outside of catchment if you agreed not to have home visits, but they changed it back to being in catchment.
I don't think you've got anything to lose by asking Jen, especially since you have very valid reasons why you're limited to certain practices.
It's madness that nowadays there are inaccessible GP surgeries, but I guess that's a whole other thread.Unless I say otherwise 'you' means the general you not you specifically.0
