Bluetooth on Windows 10 Laptop - going in circles

I've read a fair bit about this on the web but none of the 'help' sites seem to work for me. I have one main issue and a few other questions about bluetooth.

First the main issue. I used to have an on/off button for bluetooth, in Action Centre/Bluetooth/Bluetooth. Now it isn't there. However, the system is constantly searching and finding bluetooth devices OK. I've uninstalled bluetooth, then powered off and on. Bluetooth has been automatically reinstalled, with the latest drivers. Still no on/off button. Am I remembering incorrectly? Should there be a button?

Secondly, I can't seem to get to grips with bluetooth in windows 10. Once I've paired with a device, the only way I can unpair is to 'Remove' the device (in Action Centre/Bluetooth/Bluetooth). Why no simple unpair option? Secondly, if I pair, then turn off Bluetooth on the paired device, the laptop changes it's status from Connected to Paired. The only way to reconnect that device again to the laptop, is to 'Remove' the paired device on the laptop then go through the whole process again, which seems to take longer than it should - is it downloading some sort of driver for each paired device?

As I say, very confused by this clunky way of working. If I want to pair my phone with my TV sound base it's dead easy.

Can anyone shed light on this? Thanks.

    Bluetooth has always been rubbish on Windows.

    What are you trying to do? Most smart TVs now support other ways of connecting to cast from the laptop.

    I was really just playing. E.g. connecting my laptop to my music system to play some mp3s that I have on the laptop. Also connecting the pc to my phone. Nothing urgent but I'm surprised at how poor the implementation is and wondered if it was just me. Is there a Bluetooth on off switch or did I imagine it? I've seen some web posts about getting it to come back but they don't work for me. Thanks.
