Insurer has not settled and I am being threatened with court

Can anyone advise me on the following matter?
I was involved in a minor vehicle accident, 4 years ago. After some back and forth rallying between the insurance companies, a 50/50 settlement was agreed. Life went on. After a year I shredded all the paperwork and forgot all about it.
This morning, Saturday - why is it always the weekend when you can do nothing about it and you know that you are going to spend the next 2 days worrying! This morning I received, through the post, a legal letter saying that my Insurer had failed to settle the claim of £1800 and unless it was settled, within 14 days they would start legal proceedings, against me, to get the money plus 4 years interest.
I am completely bewildered and very worried. My insurance company are/were Octagon and they are notoriously awful. Just see the threads about them on this site.
Can I be taken to court to settle an insurance claim that my insurer was supposed to cover? What is the legal position? Other than bellowing at Octagon down the phone what can I do?
