Received PCN but I did not receive a ticket, do I have to pay?

Stopped very briefly on a double yellow line recently, this morning have received a PCN, despite not getting a ticket on my windscreen? Letter claims the ticket was 'being written'. I did not see any traffic warden, though I was a in pretty long queue of traffic so I imagine he/she was behind me and I simply did not notice.
My question is, does the motorist have to accept a PCN when they don't actually receive a ticket? If anyone has experience of this, any advice would be welcome,

this sounds like a council ticket ...
we specialise in parking on private land .....

Did you received PCN from the council or is it from a private parking company?
If it is from a prviate parking company, don't pay it as it is not a fine it is just an invoice.0 -

Having researched it this afternoon (pcn code 48), it looks at though yes, the officer is perfectly entitled to issue a pcn without actually placing a ticket on vehicle or handing it to the driver. Will probably pay the fine as can do without the stress.0

Having researched it this afternoon (pcn code 48), it looks at though yes, the officer is perfectly entitled to issue a pcn without actually placing a ticket on vehicle or handing it to the driver. Will probably pay the fine as can do without the stress.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0

The sign where I stopped clearly states this (I checked today), am hoping my appeal may win as the sign is perhaps out of date? Anyway, worth a go, and I will also ask for proof of the event actually happening - since I was not given a ticket, I assume it is always believed that the issuing officer is always right? Does an issuing officer who fails to actually give a ticket have to submit photographic evidence before a ticket is issued by post?0

You say in your OP that you stopped on DYLs but code 48 relates to school entrance zig zag markings which is a 'no stopping' offence rather than a 'no waiting' one. In other words if you stopped to let someone in or out of your car within the markings, then the offence is committed.
Having said that, the zig zags are only 'mandatory' if supported by the appropriate yellow 'no stopping' signs. I know not of the signs not being compliant with the wording "Term Time Only" on them. This just merely says that the restriction is only 'live' during term time. I doubt this would be successful grounds for appeal.
Basically the zig zags are there for the safety of the children entering and leaving the school entrance. It's similar to stopping on the zig zags on a pedestrian crossing. Should be quite obvious that you should not stop on them.PLEASE NOTEMy advice should be used as guidance only. You should always obtain face to face professional advice before taking any action.0
