Had a reply off British Horse Society. They say it's often upsetting for members of the public to see tethered horses but not illegal to tether a horse. They asked if I had any photos of the horses as evidence, which I don't as we were on holiday in the area.
I've responded that I don't have photos, and asked if the lack of photos will mean they will not take any action to assist the horses.
I will let you know what they say.0 -

Good for you for reporting it! Have you tried World Horse Welfare? There was a local case of extreme horse cruelty nearby to me and Horse Welfare were the ones that really stepped up and managed to take the horse away from it's owner and put him into the care of someone safe.0 -

Just a thought - did you befriend any of the staff at the holiday park while you were there? Or maybe not 'befriend', but become sufficiently known to anyone that they would be likely to remember you, were you to give them a call? I'm just wondering if it might be worth phoning the park and asking somebody there if they'd be willing to take a few pics of the horses on their mobile phone, then send them to you by text/email or something? You'd have something to pass to the BHS then...
EDIT: Another thought - grasping at straws, maybe - what about Google Earth or trying to access Highways/the holiday park's CCTV cameras in the area (if any were around?)? Do you have a dashcam in your car and if so, might the images from your holiday still be available to view? Trying to think from different angles here lol!!0 -

Can you find a horse rescue or general rescue in the area where the horse is? That way it would be easier for someone to check on the situation.0

jrt fan - no, I didn't befriend any staff there. I'm kicking myself for not taking pictures now. No dashcam on the car either.
BHS haven't got back to me again so I'm not optimistic about any help from them.
LittleOne - I'll try World Horse Welfare. The poor horses looked so dejected, it's really playing on my mind. Seems like nobody even cares.0 -
