Does a removable Dashcam count as a modification?

Apologies for not replying sooner. The reason for my query was that a friend mentioned to me that a dash cam might constitute a modification. If not, then I shall just carry on as I am. By the way, advice to anyone thinking of buying one, Argos do the Prestigio at around £40, small enough to fit behind the rear-view mirror and backed up with a pretty decent replacement service in the event of problems. Ebay is best avoided, in this case.0

Maybe your friend didn't realise it just plugs into the cigarette lighter socket and sits on the dash - did they think it's physically installed somehow? Eg hole cut in the dash, run off the battery... Something like that?
If people had to declare every item they charged from the cigarette lighter as a modification then insurance companies would need three times as many staff in their call centres.0
