Like most words there are more than one definition/use.
Here's one from dictionary.com

The Oxford one seems particularly clear.2A payment made by the state or an insurance scheme to someone entitled to receive it.

I would have thought social security would have been your preferred term, Naf, as it was the original intention.
Welfare benefits is the official title hardly ever used; but, the Social Security Entitlement Chamber of the First Tier Tribunal shows the original intention post-WWII. There for those in need, not a way of life.
Child benefit and Winter Fuel Payments are perks, but there is of course a need in most cases.
I tend to prefer a middle view, based on the contributory principle, as exists in a few countries on the Continent.
Although I realise that would be near impossible for the DWP to introduce/transition to in the UK.Please be polite to OPs and remember this is a site for Claimants and Appellants to seek redress against their bank, ex-boss or retailer. If they wanted morality or the view of the IoD or Bank they'd ask them.0
