Long shot - can anyone help with working the water heater in my new flat?

I was wondering if someone can help me figure out how to work this water heater timer? I moved into my new flat at the weekend but there is no instruction manual or even brand name on the device to do an internet search. Water was hot for a couple of mornings and is now FREEZING from taps and shower. Have tried a number of different options and buttons but don't seem to be getting anywhere!
Any help would be much appreciated!

Is the electricity switched on at the fuse board? I can't see any lights on. If not that, maybe immersion has packed up, if you were getting hot water previously.
