    You could get Thames water out to tell you what they think needs to be done. Unless he has a good reason for refusing the service / costs should you later end up having to sue for the repair costs / dispute what is needed I'd have thought mosts Courts would accept this as a reasonable step / advice on what was required. They may also give an allowance on the water meter for the leakage
