Quick/easy way to break up top soil

Painstakingly digging away and removing lots more couch grass.
My question is at this moment:
When I bought in that topsoil - was I sold dud topsoil or is that "the way things are"? As - not long after I had put it in place it developed absolutely loads of very fine white thread-like roots.
Is that how bought topsoil is supposed to be a couple of months or so after buying it?
I'm wondering if this bought topsoil brought in the couch grass with it? (as the way things are in my garden means that roots of couch grass on adjacent plots literally cant grow through onto my plot (courtesy of things like wall foundations and the like).
I'm also wondering just how "detailed" I have to be about removing the couch grass. Obviously I have to remove the noticeable size clumps of it. However, do I have to go as far as removing the thread-like white roots of tiny little 1"/2" high plants? I know I have to do the big stuff and have seen some with thick yellowy roots - and think it shouldnt spread from tiny little white thread-like roots (though I know it certainly would spread from the thick yellow roots).
I would have thought it would be safe to leave the tiny little 1" size plants with thread-like roots to lie where they fall once I have dug them up? (ie the permaculture "chop and drop" that I do with more "normal" types of weed)? - though I know I have to remove the bigger plants and throw them out.0 -
