Two children and 1 car

I have 21 year old who has built up 3 yrs NCD and a 17 year old just starting. I want both of them to be insured to drive the car and want to get them both to build NCD and for one of them crashing not to affect the other ones NCD - I thought 2 policies would be the answer (seems reasonable) but I am now led to believe that it isn't as simple as that and that both insurance policies could have to contribute in the event of an accident and thus both policies lose their NCD!

First of all has anyone else come across this and secondly has anyone come across a solution to this problem. With the stupendously high cost of insuring new (young) drivers I'm sure I cant be the only one who wants my children to earn an NCD independantly of each other and where one childs accident wont penalise the other!!

    So you want to pay two stupendously high premiums in the hope that they don't have a claim and earn NCD? Your plan falls apart if they both have a claim.
