Phone line scam

On friday I have received a message from barclays.
" A transfer was attempted of £4000 on the 29/04/2016 -was this you? if yes, reply with Y. if no, call 0843 3289 5601. Please have your card reader to hand"(sent on 29/04/2016)
on the first instance I thought this was scam because I do not have £4.000 in the account. on a second look I did see a different message from barclays last year
"we have noticed that correspondence we have sent you has been returned to us undelivered. Please visit your local branch to update your details or call 0345 7 345 345 with your passcode to hand if you are telephone banking registered." (sent 15/05/2015)
I checked and 0345 is Barclays number but I couldnt find information on 0843 number.as they were both coming from the same number(comes up as barclays on iphone) I assumed it was genuine number.
I did call them and the answer was please wait on the line, I did not greet as barclays(odd I know) , I have waited about 30 minutes on the line.
Nowadays 30 minutes are normal for the banks,insurances,etc...
after 30 minutes I did put the phone down and left it like that.
this morning when I received another message with adifferent number to call 0843 289 4659 , I have checked internet again and there were complains.Light bulb come on:(
I did call Talktalk and have been infromed that this was a premium number at £2.60+Vat number PER MINUTE.
So I will be charged over £100 for this phone call.
I asked where can I report it and talk talk told me to report it to police but did not tell me which department.
Also when I called the number it did not informed me that this was premium line which is chargeable.
I am now stung with this bill and I dont have a clue where to or who to report it.
Talk talk told me that they dont have any information who these phone numbers belong to, so cant find who is the owner.

Also talk talk told me that there was no bar for premium numbers and I got soo angry. this is not a private line this is a business line , there should be cap from the start.I can not control the staff calls. If this didnt happen I would have stung with thousand pounds of bills in the future because of this. when I called the number there was no warnings that this was premium line. I thought there usually is warning at the start of the call indicating the charges. Thats why I am so happy to just pick up the phone and make the call anytime.
hmmm it states that it is 7ppm. chat advisor told me £2.60+vat per minute.
I will try to contact them again.

just talked to talktalk again
and he says total cost is £4.50 net.
probably there was a mistake from the previous advisor.
I didnt save the chat script for the previous chat, I am probably will be checking every day to see the cost until bill comes through.0 -

Given the change of regulation in October 2015, showing any 084 or 087 number as the example number was always a bad idea.0 -
0843 289 is a range belonging to Liquid 11 Limited. You can find them if you search for Liquid 11 - as a new user I can't post a link, but I'm sure someone else will.
This is a simple "call back" scam - you call their number, they get 7ppm while you're "on hold." The message from Barclays is not from Barclays, and no-one will ever answer the call. It's simple fraud. Call Liquid 11 and get a refund from them.0 -
This call back scam has been around for years and is another variation of the scam commonly known as 'wangiri'.

Just a few more remarks on premium rate scams ....
- You should be very suspicious of all 09, 087, 084, 070 numbers and short codes.
- You can't rely on the caller identifier for incoming calls or texts whether on mobiles or land lines.
- 09, 087, 070 numbers and short codes are "regulated" (ie not really regulated at all) by PhonepayPlus - who are trying to come up with a new name (I can think of several).
- 084 numbers are "regulated" (ie not really regulated at all) by Ofcom - who don't accept individual complaints.
- Since there is no prospect whatsoever of the premium rate industry ever being policed properly (they are, for example, never charged with criminal offences though they commit them all the time) what we (phone-users) need is a simple opt-out from all premium rate "services". The "regulators" and the networks (who make shed-loads of money themselves off the back of premium rate) refuse to discuss this.
- I don't pretend to offer legal advice but, as far as I can see, the networks who collect money from their customers on behalf of scammers and then pass the money on to those scammers are guilty themselves of breaching the law (eg the Proceeds of Crime Act 2002). It is a good idea to remind your network of this when trying to claim back monies you have been defrauded of or had stolen from you by one of their premium-rate contractees.
